To be fair, Piccolo wasn't there to say anything against him. And later on Vegeta seems more dead-set on fighting Goku than winning the tournament.

On topic: Piccolo gets crushed, as much i hate admitting it Akira's forgottten warrior has nothing to support otherwise.

Although it's possible that he (like Goku and Vegeta) managed to increase his power level but he more than likely (like the others) only maintained or slightly increased his (given he doesn't get a real chance to fight, there's no way to really get a gauge on how strong he is). I do think he's much higher than the Base Saiyans but there's no way he wins this. At Dabura's absolute weakest, he's around Cell Games SSJ Goku.
